Martins Perts

H.E. Martins Perts was born in Riga, Latvia; he is married and has two children. He studied at Law Faculty, University of Latvia. He is a Professor and Dr. in Law, and speaks seven languages fluently. He worked at the Law Faculty, University of Latvia, as a Senior lecturer and Pro-rector.

Up to 1991, he worked in the Ministry of Foreign Affairs of the Republic of Latvia.
1992-1997 he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Republic of Poland. In 1997 he was appointed non-resident Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Republic of Bulgaria.
1997-2002 he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Italian Republic and non-resident Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Republic of Malta, the Republic of Greece and the Republic of San Marino, as well as permanent Representative of the Republic of Latvia to the Food and Agriculture Organization (FAO).
2002-2004 he was appointed Head of Protocole of the Republic of Latvia.
2004 till now he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Kingdom of Spain.

Reasons for assigning the Award

This prize has been warded to H.E. Martins Perts for his substantial work and constant commitment in developing and diffusing the contacts between populations through cultural and economic exchanges and scientific meetings, and particularly in the Mediterranean area, thus anticipating the Free Trade Area.
His efforts for promoting peace and collaboration continue today in his new assignment in Israel.
